  1. 3 bags earl grey tea (or 3 teaspoons loose earl grey tea)
  2. 1/3 cup boiling water.
  3. 2 1/2 cups all purpose flour.
  4. 1/2 cup cake flour.
  5. 1/3 cup brown sugar.
  6. 2 1/2 teaspoons baking powder.
  7. 1/2 teaspoon baking soda.
  8. 1/4 teaspoon salt.
