that liquid can be water in the simplest form, but also corn syrup, cream, etc. some will call this icing a glace icing, a sugar cookie icing, or a simple icing. we're calling it a powdered sugar icing :-). note: icing sugar, powdered and confectioner's sugar are all the same thing!
