yes i have added garlic to the water when cooking pasta, i add garlic to rice when it is cooking too. i am a garlic kind of person because i also add it to any sauce that will top the pasta or rice also. unless you add a lot of it, it won't make it too strong because of the amount of water you use to boil the pasta.
